I have the xperia Z5 compact and after the 7.1.1 update I have the same exact issue.  I tried to disable all permissions to camera, rebooted and issue persists, have booted in safe mode and get same error. Camera will work in other apps just not the systems camera app. In diagnostics the camera will run and take photos,  the front camera will not run and fails the test Has to be an issue with last update.Screenshot_20171017-165630.png

I have the exact same problem as Bobbyd in the post above. Same phone and same update (7.1.1). Has anyone solved this?

Revoke all Camera permissions, even the Camera App, restart the device, and launch the Camera

have you launched the Camera App and then tried to switch to Front Camera?

Has anyone found a solution for this yet??

 

I have a Sony Xperia Z5 Compact with Android 7.1.1 and am getting the same error:

"The camera may be in use by another application"

I have tried the previous suggestion (disable permissions and restart, suggested to the posting by someone with 6.0.3) and it hasn't worked.

 

I haven't seen a response from anyone with 7.1.1 confirming that there is a fix...
