I would recommend that you reset the download manager in your device. This should stop any ongoing downloads. To do that, go to Settings > Apps > tap the three dots in the top right corner > Show system > Download Manager > Storage > Clear data > OK.

If you are using an earlier Android version you will have to swipe to the right when you are in Settings > Apps until you end up on "All". Here you can scroll down and find "Download Manager" and then tap on "Clear data" > OK.
