MHL / Miracast

I have an option in my montlhy subscription at Vodafone (Romania), Video Pass for free, which means entire traffic in YouTube / HboGo / Netflix (maximum 100gb content / month) is free.

On the phone this is excellent.

Now i would like via Phone to output this (especially movies from HBOGo) to my Samsunt TV (which is not smarttv). I understood that MHL is not at all an option for this.

What other options / workaround do i have...?

PLaying content on the phone via wireless it's irrelevant because this is not the option from mobile data in vodafone.

Scenario is i go somhere with my phone, activate mobile data, play movie (free) from hbo go on phone, transfer / output content to tv.

Miracast is an option?

As far as i understood transfer from phone to tv via miracast it's done based on wireless / wi fi assuming both of them are in the same wi-fi, but i do not want this. I want my phone to remain with data from operator, not wireles....
