Are you referring to picture in picture? That came with Oreo? I have several Nexus devices and most of them are on Oreo (8.1 our devices are on 8.0) and the picture in picture option only works on certain apps. I am also hearing that this feature is device specific too. Many devices aren't able to use it. I have heard that updates are coming from Google to make this more accessable across the device platforms though. So if this is what you are referring to, my guess is that with updated from Sony, Oreo will get better. (At least that's what I am hoping for)
