Could you please elaborate your question a bit? Is it a text message (SMS) that can not be sent or a multimedia message (MMS)? Do you get any kind of error message while trying to send a message from your phone?

Have you tried clearing data for the message application? By doing this you will reset all settings for the application which might do the trick. Find and tap Settings > Apps > Messaging > Storage > Clear data > Tap "OK".
Try this and let me know how it goes!
