No, it means you region is in the process of deploying to devices that have been verified by testing by networks as suitable for use.
This does not explain why wi-fi only tablets do not receive the update. It also doesn't explain situations where the update is approved by all operators but it is not deployed to unbranded devices. I believe we are now in that situation with the Z3 family in the UK; all UK operators have approved version 6.0.1 build 23.5.A.0.575 but my unbranded phone is still on 5.1.1.
