It's not a huge difference but if you are concern and the phone its advertised as 1.4Ghz it should be that, perhaps you can return it

The new generation CPUs have the ability to reduce their frequency and even become idle to save energy as far as I know.

How did you discover the chip is not as advertised? I've seen a disassembled phone of the same make and model and does have the chip as described - So I can only assume you have ran an app which is giving you a false output leading you to complain for no reason

It's not a problem with the hardware, it's a limitation in Android KitKat. I'm still running Jellybean (4.3) and it shows the cpu as 1.4 ghz. One of the reasons I'm not planning to upgrade to Kitkat. If anyone wants to downgrade to Jellybean I found the firmware here:
I haven't tried it so don't hold me responsible if something goes wrong.

To force the device to shut down Forcing Sony Smartphones to shut down 1.Detach the cover of the micro SIM card slot. 2.Using the tip of a pen or a similar object, press and hold down the OFF button until the device shuts down. Do not use overly sharp objects that could damage the OFF button.

You may need to perform a software repair using PC Companion. The process will erase all internal memory. You might need to charge your device for about 1-2 hours before so the device has at least 60% battery.
Make sure the device is not connected to computer or laptop and turned off (sometimes you have to press power button and volume up until the device vibrates 3 times or on some devices you have to press the small button near the SIM tray or on the back of the device).
Open PC companion->support zone->phone/tablet software update->repair my phone/tablet blue highlighted.Follow the steps given,do not connect your phone until prompted to press volume down while plugging USB cable. If PC companion does not start the repair process, you might need to run it in compatibility mode with Windows 7 (in some cases XP).
