Upstreaming kernel 4.4 to latest revision

Hello,

I see on the github page that the kernel (4.4 unified for X series) is stuck at revision 21 (make kernelversion or open Makefile to see this); current revision should be 105 iirc. This kernel version is the only one at the moment that received an extended lts status, so it will be supported until 2022.
I was wondering: is updating the kernel to the latest revisions out of the scope of the open devices program? Or are there some technical difficulties?
If anyone want to experiment on this (I am doing so), you can follow this guide here https://github.com/android-linux-stable/notes

the kernel will be updated to newer version when needed(currently we are on 4.4.78)
