ICS rollout is not even finished yet, and if JB is going to be released, I'm sure sony would have their 2012 xperia family first. please browse the threads for simillar discusions..

4.1 seems to be a general bug-fix for the broken POS 4.0
It makes no sense to waste time on old garbage like 4.0, when 4.1 is now the current version.
Why would Sony continue to roll out a broken update that has never fully worked ?

not all users have the same issues regarding ICS, as you can see in some threads there are actually users who reported they are actually happy with ICS,
and also there are users who have not yet have the oppurtunity to upgrade, so it would be unfair for them not to experience ICS.
JB is yet to be implemented. and as I said above, How would you feel if you have a brand new Xperia 2012 model running on ICS, whilst your friend who had a xperia 2011 model running on JB?

Sony Xperia users will be glad to hear that as long as your phone was capable of running CM9 (with 512MB RAM) then you should have no problems running CM10.
