3G Video Call

Could someone let me know if i can make 3g video calls from Xperia Neo., its got a front facing cam. Reply fast about to buy this phone in 2 days

No you can't, Android can not make video calls over 3G, you could using the internet an apps like tango, yahoo messenger, skype, etc

There's no Video Call in Xperia Neo

In that case (through data/IP), better to define it as a video connections.

It means using the internet to make video calls, rather than the mobile network, like you do through Skype. IP=Internet Protocol
