VoLTE issue on some russian carriers

Hello! On Sony Xperia X Performance F8131, SW 39.2.A.0.442 found some issues with VoLTE/WFC configuration:

- Insert SIM card of MegaFon (MCC 250 MNC 002), and wait phone reboot. You got VoLTE capability and can use it

- Power off phone, insert sim of Beeline or MTS (MCC 250 MNC 001 or MCC 250 MNC 099), turn it on, wait until phone reboot and check VoLTE / WFC options.... You got none.

- When inserted Beeline/MTS SIM card, check *#*#7378423#*#* > Service Info >  Software info > Current Modem Config and you see still amss_fsg_dora_megafon_ims_tar.mbn

But, phone have actual IMS configs in /system/etc/customization/modem such as amss_fsg_dora_beeline_ims_tar.mbn and amss_fsg_dora_mts_ims_tar.mbn for Beeline and MTS.

Why that doesnt work correct?
