OEM unlocking option greyed out (G8141)

I am unable to enable the OEM unlocking options. See screenshot below.

All the requirements as per https://developer.sony.com/develop/open-devices/get-started/unlock-bootloader/how-to-unlock-bootload... are fine

 

Xperia XZ Premium G8141

Android 9

Build No: 47.2.A.2.33

 

Service info > Configuration > Rooting Status == YES

Checked with Carrier (Vodafone AU - no carrier lock)

Phone purchased outright

Developer options enabled 
Have unlock code from SONY from my IMEI

 

Problem: 

fastboot -i 0x0fce oem unlock 0x<insert your unlock code> 

Returns failed not allowed because I am unable to change the OEM unlocking option as it is greyed out.


I have AOSP from Sony Open Devices compiled and ready to flash. Need this urgently for development puposes.

 

I have tried to send an email via SONY Developer contact us a few days ago but not even a reply.
